Certified Passport for PR application

Hello I'm about to send in 2 weeks my PR application and I heard somewhere else that instead of sending the passport, you can go to your local council pay a fee and get a certified copy which you can then send with the application.
The only reason I'm doing it is becaue I have to travel and I don't want to delay my application because of passport. Does anyone know if you can put in the application a certified copy of passport instead of passport itself?

This arrangement is only available for people under the UK spouse visa applying for settlement (set(m) application). For application under EEA Regulations you will need to send the originals although you can ask for the passports to be returned without affecting the application.

Council do the above certifications only for citizenship applications.not for PR.
You have to sent original and then request for return documents without effecting application.
