hi i have a question, if a romanian national has been removed from the UK because she was not exercising her treaty rights can she come back to the UK as visitor or etc?

Not exercising treaty rights does not lead to removal from the country which can only make ineligible an EU national from applying its Registration certificate and Permanent residence later.
