Passport Requested but not Returned

Hi there,
We've put an application in for EEA1/EEA2 back in October. At the beginning of December my wife requested her European passport back. After waiting 9 business days I called the European hotline to ask why we still hadn't received it - apparently it hadn't been sent. I was advised to send another form: 'documents requested but not returned'. I did that straight away, but here we are one month later and still no passport.
As she no longer requires the use of her passport at this time, would it be fine to simply ignore we ever submitted the two requests for it to be sent back (as the UKBA appears to have done as well...)? I suppose the next step otherwise would be to register a complaint....?
