Minimum working hours to apply for EEA4 aplication

hi
i am already have resident card and my wife she s working 10 h a week and i have payslips and bank statements show money coming in every month plus iam working 48 h a week .
do u think 10 h a week is enough for her to show she s treaty right under european law for eea4 ?
