EEA4 appilcation and Life in the UK test

Hi members,
End of this year (2014), I will apply for my PR (EEA4 application) after completion of 5 years under EEA route. I'm holding EEA2 resident card of 5 years at the moment. The question is, that Do I have to pass the test of Life in the UK or I don't need for EEA4 application? I heard that the immigration rules have been changed for last couple of months.
