Excess on Comtrehensive medical insurance?

Hi to everyone!
Please if someone can tell me if excess on Comrehensive Medical insurance is allowed(£100 in my case,each only 1st time)
I'm German national and my husband is from Bosnia .We are married for 12 years now and live in the Uk for almost 10 years (From 8/2004)but with some breaks of couple of months .My husband was Greek resident and to keep his residence he was required to stay and work in Greece for some time every year and he didn't want to be dependant on me .in 2007 we moved to the Uk for good and got his residence sorted on 5 years(EEA Family member) but agency we applied through haven't told us about Compehensive health insurance etc as i was self employed.All i was told after 5 years we can apply for PR for him.
In 2012 before exparation of his residence we where told about CSI etc and solicitor told us that beter if we apply for another extention rather than PR as without CSI application will be regected,And we did and he got another 5 years .
At that time UKBA website did not precise anything of requirements of Medical insurance policy and i have got it WITHOUT EXCESS,for £136 for both of us(Pru Health)and is 2 years now,but just got a letter that they incrising for another 20 £ which i find far too expencive and we never been using it ,
Now on UKBA website clearly says that CERTAIN acess can be considered.DOES ANYONE HAVE EXPERIENCE WITH THIS?
I have been paying already for over 2 years now ,just don't want to spoil anything but would love if allowed to lower our spending and Simply health has given me a quote on CSI for £105 with excess of 100 £, which saves me over £360 annualy
Just as i said don't want to spoil anything when he applays for PR
He works part time and i'm not emplyed and have no intention to be,self-suffitient (property bussines in his country,NON EU )from where we get money to live.
