EEA Family Permit for ViSITING family in London

hi,
My husband is French, we live in England permanently. His mother wants to visit us, but she holds another(not European) nationality.
Can she apply for EEA FAMILY PERMIT or is there any easier procedure for family members of French national who are not French rather than doing standard general family visitor UK visa that costs so much money etc?
N.B!!! The purpose is VISIT(2-3 weeks) and NOT settling

UPD. why emphasizing visit purpose: in check list of doc for eea f p written to provide documents that you support your relative and she is your dependant( i suppose because of settling reason). In our case it's just a visit and she doesnt depend on us, we have no documents to show that we support her financially "at least for past 6 month". However, we can provide documents that we are going to support her while she stays as a visitor in England if its the case

If you don't want to apply for an EEA family permit (which requires proving dependency) then they can only apply for a visitors visa. What else is there?

A general visitor visa costs £80.

In general its not a question of only money. however thank you for your prompt reply

so, there is no chance to do eea family permit if her intention is only to visit us and not to live with us?

It is not the purpose of travel but that she doesn't meet the criteria for EEA FP (dependency).
