EEA Family Permit Visa with no tax returns

Hi,
I wonder if someone helps me, actually i moved to UK in January 2013 and I was staying with my uncle till July 2013.
I was unemployed till September 2013. In April 2013 I claimed for job seeker allowance because of unemployment and in July I left my uncle's house and I rented 1 room and I applied housing benefits for it.

After that in September 2013, I stop taking job seeking allowance and I asked the housing benefit department that I am planning to self employ and my expected income for next 3 months would be 5500 Pounds in which my profit would be 1400 Pounds for 3 months (Expected). Because of being self- employed and on low income they reduced the amount of my housing benefit.

In October 2013, I got married with a non EEA national & I asked the Housing benefit department to stop my housing benefit because my work is better then before and I am making more profit now. So now at the end of this accounting year I had made the profit of 4000 Pounds working from September 2013 to March 2014.

So Because of low income I am not entitled to pay tax returns but I am paying National Insurance Contribution. So according to my this scenario, can my wife get EEA family permit visa to come to UK and join me without providing Home Office the proof of tax returns? And then what documents does we need to submit to the Home Office in this scenario?
