Can EEA child sponsor nonEEA father for 5yr RC

Please can someone advise
My friend sponsored her husband for a 5yr RC when she was working. Its due to expire in June but shes no longer a qualified person as shes been a mother and housewife. They have two children also EEA nationals, oldest child is in school.

Can the child sponsor the father for a residence card
Can he still apply for PR after 1 year because he would have the 5+1 at that stage?

Why can't his wife sponsor him? She can be a qualified person by being self sufficient (living off savings / her husband income). They just need private health insurance (CSI) to cover both of them.

That's a possibility provided it's sufficient to show the CSI from today onwards as she hasn't taken it out prior.

They intend to apply early June 2014.

In this case would he be able to apply for PR straight away?

Also they do not have joint bank account - would that be a hindrance for relying on self sufficient?

If the EU citizen was not a qualified person for the 5 years period, the spouse will not qualify for PR, the spouse would need to apply for a new RC, and will only qualify for PR if the requirements have been met during the 5 years period. The CSI will not enable him to qualify for PR, he will be able to apply for a new RC on self sufficient basis with that.
