Eea treaty rights?

If someone was born in south africa, and was granted british citizenship by descent (parents were british) but had never been to the UK and move there as an adult do they fall under EU law as well as british or just British? Just wondering as she had never been the UK and could have moved anywhere in the EU once she got this UK passport in SA.

If the question relates to moving to the UK with a partner/family/dependents, then it will be the British immigration laws.

EU regulations only apply in the UK if the British citizen has lived and exercised treaty rights in another EU country and moved their 'centre of life' to that EU country (for about 12+ months since rule changes) and uses the Surinder Singh route to return to the UK

She will be considered as British only, she will first have to have lived and worked in another EEA member state if she wanted to engage EU law.
