If someone was a self employed at some point, Can the invoices only be enough to cover that as the self assessment form for tax return is not available? Any suggestion please as all payments were received in cash

Do you mean that you don't have the tax return for the period of self employment?but you have in possession of invoices??
If this is the case then it is illegal and not acceptable.

Not everybody is required to send TAX RETURN ( according to HMRC )
may be you have record of TAX paid or even NI contribution

Then it's fine and acceptable.
You can request a copy of assessment by calling to Hmrc.
