My EEA4 application was rejected. I am thinking to appeal against the decision. If my appeal was dimissed and appeal right was exhausted, would I be able to appy for a visa under other category in the UK if qualified?

cant prove my eea spouse had been exercising treatry rights for 5 y

Why can that not be proven?
Was it the fact that the EEA national was never in the UK? or was in the UK and exercising treaty, but refusing to provide you with the necessary evidence?
For how long had the EU national resided in the UK prior to your divorce?
