Copy of EEA national endorsed by the embassy.

Hi,
I wonder if someone helps me,
For EEA Family Permit visa for my spouse their is a requirement of providing the photocopy of EEA national passport, endorsed by the embassy in the country of application.

Can you please tell me what does that mean?

Actually i am (Belgium National) EU citizen and I living in UK for 6 years. My wife is Pakistani. So do I need to go to the embassy of Belgium here in London and request them to attest the photocopy of my passport and send that attested copy to Pakistan where my wife would apply for EEA Family permit visa along with other documents?

Or do I need to send the passport photocopy to Pakistan and then the Belgium embassy of Pakistan would attest that photocopy?
