Do we qualify? Pls help

Dear members, could anyone tell me if my husband qualify for ILR? He came to the Uk in October 2004. In November he applied for Asylum Seeker and was refused then he appiled the decision and did that all over again till 2008 when he applied for EEA RESIDENCE Card and was granted in march 2009 . The card expired in march 2014 so we applied for Eea pernament residency which wad refused. So basically he will be living in the Uk for 10 years next 6 months. Can we then apply for ILR as we don't want another 5years rc and can't get PR. Thanks in advance for replies.

Just to add we are married for 6.5 years (I'm from EU) and our eldest child is 4 and half.

No CSI for 2 Years for time spent as self-sufficient.

According to your circumstances he does not meet the 10 years ILR requirements.

The applicant must meet the following requirements:
o 10 years continuous
lawful residence
