EEA fam permit for non-EEA citizen with EEA minor?

We are inviting some non-EEA citizens, married to EEA citizens, and settled in the Schengen area, to a party in the UK. They are coming to the UK for maybe a few days, before returning home.
Some will come by themselves - Visitor Visa required
Some will come with their EEA-citizen spouse (I understand this is ok for EEA family permit)
Some will come without their spouse, but with their EEA-citizen minor children - are these eligible for EEA family permits? Or do they need a visa?
