EEA2 plus COA

Hi I need some advise. I am from Lithuania and my boyfriend from Zimbabwe. We are not married but have been together for 6 years. We are about to have baby in 2 weeks time. We have never collected bills with our names from previous addresses. So basically we are going to have joint bills and tenancy agreement only for period of last 1year and half from current address. I heard when you actually have a child they are more flexible is it true? Also my boyfriend wants to go to work as soon as possible. I read something about COA but I don't understand how you can apply for it while they are processing eea2 application form. Also is the charge 55£ if he is only applying for eea2? Thanks for your help
