Provisional Driving License on EEA FP

Hi all
Anyone been able to get a provisional UK driving license on an EEA FP after entering the UK? I have approached the Driving and Vehicle Agency in Northern Ireland and was told that they 'would need to see the application form before a decision could be made'. I informed them about the Directive and that I was (will be) exercising treaty rights in the UK but they were unaware of what that means.
The Northern Ireland government bodies are REALLY lacking in knowledge of the treaty but I'm going to try to change that! I'll draft a question to Your Europe Advice and post back when I hear of anything.
Hope to hear from anyone who has had success getting a provisional driving license for a non-EEA citizen whose family member is exercising treaty rights in the UK (especially Northern Ireland)
