EEA Family permit to enter UK processing times in Spain

I am French and my husband is non EU, his current residence card is expiring in September and he will apply for the British Citizenship so doesn't want to first apply for a permanent residence card. We will need to travel in October, so we are thinking to try and apply for the EEA Family permit so that he can travel back to the UK in October after his residence card has expired. We are going to Spain on holiday for 2 weeks in August and I was wondering if anyone knew whether 2 weeks would be sufficient for him to get the EEA Family permit from there? Also is it likely to be accepted if we explain that it is a temporary measure for him to travel because a permanent residence card application times are too long?
