As for which country is best, how long is a piece of string.
You should consider language barriers and job possibilities or whatever your wife will be doing there.
Ireland is popular for brits because its an English speaking country (mostly lol) but job prospects are worsr than UK
You will be looking at being there for more than 3 months, can you do that as self-sufficient? if so then how about a long holiday in Malta or Portugal.
I'm thinking of 4 months in Cyprus at the mo, it seems they got told off for taking up to a year to issue family permits so they now issue it on the same day (wish I could find the link to that again).

Im a non eu wife of british citizen and we lived and worked in Cyprus. Cyprus is a good country, you can find works in hotel, bar, restaurant and airports quite easily if from EU, about the non eu, its a bit difficult but once he/she receives her yellow permit (residency) everything will be easy. Its is also difficult to communicate as the language is not english. I was born in Philippines but I grew up in Cyprus as my parents are both living there so I do speak greek fluently. I got my family permit easily, just send every evidences you have.
Another country is Ireland, heard a lot of successful story so it is really up to you. Go and do some research, if you are aleays ready for a change then everything will be fone for both of you.

If you possess healthy funds means self sufficient then all countries including your own home country will seem best

I not understand that why your immigration history is affecting you since EU national and their family members are free from immigration control. If your eu national partner is exercising treaty rights and you have genuine relationship with her then a solid & proper representation can give you success without going anywhere.
