ILR for spouse of EU citizen

Someone has asked about ILR as I obtained one for my wife a few years ago but are unsure of what to do regarding their situation. The husband is an EU citizen from Portugal, currently settled and working in the UK, he has lived here 20 years. His wife is an Indian national and has lived in the UK with him for almost 5 years. Her current visa is due to expire in November. Does she need ILR to remain in the UK? Does she need to do the life in the UK and english language test? Am I also right in assuming the the rule of applying not more than 28 days from when the visa expires is still applicable?

It sounds like she's under EEA and she has acquired permanent residency (once 5 years is complete), unlike the immigration rules there is no English requirement, she should complete EEA4.
