Can EEA2 RC holder get any educational loan or grant in UK ?

Hi, I have EEA2 RC, I am wondering would I be eligible for educational grant or loan in UK as I want to get higher education here now. I have heard that there's an Educational Grant from EU to fund European and their family. If there's anyone who know about it please share with me, Any link regarding this would be very helpful.
