Requirements for an EEA2

Hi there

I'm marrying my non EU fiancé next months the Uk. I'm a EU national, and he is in the UK with a fiancé visa valid until dec 2014. After we get married in September we plan to apply for an eea2 in order for him to be able to work full time.

I am currently unemployed as we have a baby and I take care of her, but I have property from which I receive rent, so I am not claiming benefits.

We had quite a problem with the fiancé visa, it was a lengthy process and we had to go to court in order for the UK to issue the fiancé visa, so this time we want to be better prepared.
Does the eea2 have any financial requirements we need to meet?
What is the actual amount the paperwork required to apply for the EEA2 permit? I have read in this forum, but I am still unclear.

Are you exercising a treaty right?

Since you are unemployed means you are not excersing treaty rights to support the EEA2 application of your non-EU partner. However, as you told to have property and getting rental income, therefore the same income can make you self sufficient to exercise your treaty rights and there is no fixed threshold for this purpose under EU route. But you have to buy private medical insurance otherwise you need to start work/self employment.
