EEA FP question

Hello,
I have tried to search the forum for the answer I am looking for but could not find it.
How long does Eea need to live/work in UK before applying for her/his non-eea husband/wife can apply for EEA FP- known as Vaf5? Someone told me 3months is it right?
Has anyone applied before 3months and got visa?
What documents were needed?

That someone is wrong, your non-EEA husband can apply for EEA Family Permit straightaway. If you've just arrived in the UK then you have 3 months of unconditional stay. After 3 months you must exercise Treaty rights (for example working or self-employed) to be legally resident in the UK. As long as your legally resident in the UK, then your non-EEA family spouse has an automatic right of residence in the UK.
