EU Student EEA1 Permanent Residence Application

Hi everyone,

I am a EU citizen and have been living in UK since September 2006.

2006-2010 = Student
Nov 2010- May 2011 = Job seeker (didn't apply for job seekers or any benefits)
June 2011-June 2012 = Working full time
September 2012-Now = Full time PhD student with salary

Now I want to apply for Permanent residence and then for British citizenship. The problem is I never had Comprehensive Sickness Insurance (CSI), and actually I wasn't aware of it since I started looking for permanent residency. I know that the law passed in June 2011 and it says that lack of CSI will not be a problem if 'UKBA issued a registration certificate to the applicant on the basis of their residence in the UK as a student before 20th June 2011'. My problem is that I don't have this registration certificate (Not even sure what this is).

Do you think my application will stand any chance in these circumstances? Do my student years count at all? Is the only solution to get a private CSI and wait another five years? Any advices for future will be very helpful.

Did you hold a European Health insurance Card during your student days.

No unfortunately I didn't. It wasn't a requirement for permanent residence then anyway. And I still don't have it as I am Turkish Cypriot and Cyprus government ceased to give it to citizens whose address is in the North Cyprus (complicated situation in Cyprus).
