permanent residence certificate?

Hi,

Reading the Guide AN, page 15 (excerpt below), it seems to suggest that a certificate or card certifying permament residence is recommended for EEA nationals. Is that so? I always heard that payslips, p60s, bank statements, bills should be fine and not cause any significant delays.
