Eea family member out of uk for long time help pls

My brother was granted family permit as his wife is from lithuania and was living in the uk and they both got married in the uk. Now they both have been working india for last 3 years. My brothers eea family permit is ending in 18 months. My question is does he have to come back to uk and live here for a certain period to extend his eea permit as they both are in india now. Is there any rule that he has to enter uk with her ? Is there any rule as he has stayed away for long from the uk.
