Surinder Singh Mayotte French department

Hi, am a British citizen in Mayotte department of france, I would like to use the Surinder Singh route to bring my non eu spouse.i have been here for 6 months now . Is Mayotte , Guyane considered for the Surinder singn route. Please let us know if anyone has any idea.

Many thanks for your answer. Also if my non eu spouse has already got a card de sejour valid for a year can she use that to enter uk then apply for eea permit there.I do not have a job yet but actively looking. Any advice pls
