EU spouse is a student how to prove sufficient funds?

How does the EU national prove he has funds to support a nonEU dependant wife and child-EU citizen, if he is a student. He will do his Phd for 3 years. We just arrived to the uk, lived here before, i have
RC which is about to expire next month. Is bank statement for 1 month sufficient? He has an overseas account and is going to open Uk bank account as well. Is there a minimum amount that needs to be on the account or something like that? Is this application more tricky than for the migrant workers spouse? Thanks in advance...

An EEA national genuinely exercising treaty rights as a Student, is entitled to provide a declaration assuring the Secretary of State that he has sufficient resources to ensure that he and his family will not be a burden on the UK resources.

That is optional to showing bank statement or resources in the form of finance.
