Confused over CSI after calling HO

Hi guys. Can anyone help me? I spoke to someone at the HO contact center with regards to EEA application and the person advised me that EEA national CAN use EHIC card from the native country during the period when they are studying in the UK. As long as the statement from the EU national is included stating his stay in the UK is temporary only for the period of the course. Why do i keep reading that EU national needs a privat comprehensive insurance. I am really confused
