What type of visa i can apply for as my wife is non working EEA national enjoying treaty rights in UK and i am non-EEA national with no work permission?

Depends if you are in the UK a the moment or not. If your wife is self-sufficient (i.e. she is living off her own savings and not claiming any public funds in the UK) and has comprehensive sickness insurance (I think for both of you), you could apply on form EEA2 for a residence card.
If you are outside the UK and your wife is self-sufficient (as above), you could apply for an EEA family permit.
Does your wife have British citizenship? If yes, that will complicate things; if not, then it will be easier.
