2nd PR refusal due to tax issues HELP.....HELP

I have now applied twice for permanant recidence I am South African in a civil partnership since June 2007 have been in the uk on a recidence card of an eea national (my partner is swiss) since July 2009
1.the first refusal was due to not showing a full 5 yrs of living here we left out 2011 by mistake
2.we were very thorough on our second application and included everything but tax statements as my partner is self employed ..because of this refused.
my partner has now spoken to an accountant who has advised him to declare that he owed tax they would then ask for the money if you couldn't pay they would make him insolvent.
we obviously are in a bad position now but we have to face our tax issues regardless and they will be sorted out even if he has to become insolvent
my questions are :
1.When I reapply how will this issue affect my 3rd application ?
2.any advise on how to do this that will help my application to be approved.
