EEA Treaty Rights-International Overseas Employment.

Dear All,

What exactly constitutes employment when it comes to EEA national exercising treaty right through employment?
For instance: if EU national works for a multi national organisation (involving traveling around the world) salary is paid to the UK bank and also submits taxes in the UK, all the correspondences is in the UK, banking, bills...etc.
Does that not constitute exercising EU treaty rights?
I'm asking, coz this issue was also raised by HO in refusing my EEA4.
