A child studying in the UK: applying for a registration cert

Hi there
Just thought about an EEA national child living in the UK with his non-EEA national family members (who have discretionary leave to remain in the UK on a visa for 2.5 years).
The family would like the child who is nearly 10 years to apply for a registration certificate (EEA1) under the EU regulations. One parent would take out CSI in their name and add the child into the policy. Would this succeed?
If anyone knows a company that allows a child to take out CSI in their own name it would be great to know that too!
