Visit Visa Fee also for EU Family Members ?

Hi Guys,

I am non-eu citizen holding a EU-Family Member Residence Card issued by germany where my wife and I are living together.
My question is:
I would like to visit friends in the UK by myself and need a tourist visa for this.
Do I have to pay the Visa Application Fee or is there anything like they have in Ireland:

Some applicants are not required to pay a fee. This includes visa-required spouses and certain family members of EEA citizens (including Irish nationals) provided that proof of the relationship is provided with the application.

I think if you are not travelling together or travelling to join your EU spouse then you will be charged with fee. I also heard that Germany issued RC UK accept but I never seen/listen any case where this practice had practically applied, but still in this case joining or travelling along with EU national will need.
