I'm just about to apply for my EEA2 as a family member of European national. However I would like to join university once again but the course starts in February and I do not know what I can do to join my degree. Any suggestion what could be done upon this matter.

If you are married with EU citizen but already had student visa then you can leave studying except you want to study yourself. Just change university which offers courses now or wait for your desired university to start course because they cannot reverse back course start date for you. Or just buy books of same subjects and start studying at home until semester starts. Living with EU citizen itself is a study

I actually am a daughter of a EU national and I have been in UK for 9years and 7months now. However since my father did now work all these years I do not have the eligibility to apply for PR however he's working now so I am going to apply for EEA2 but need to wait for a good 6 month the maximum I have been told. But my course starts in Feb and I actually don't no what can be done. Is it possible that I explain my situation to the home office to get any reply sooner ?

you can try but don't think it will make a difference. You should try to contact the university/student finance company etc asap to get things in motion.
