Apply for EEA3 while EU national in full time education

hello,, I am asking this question on behalf of my friend who is an EU national living in Uk for 4 years 10 months by now. She wants to apply for her permanent residence very soon. she is been in full time work for the first 3 years and then she started full time education which is 3 years degree at uni through student finance (student loan). She has Comprehensive health insurance as well. I also want to mention here she also takes income support, housing benefits and tax credit. So
Will she be able to apply for her permanent residence EEA3 .
I am also confused with burden on public funds. please suggest the best solution.
