FRENCH SCHENGHEN VISA REFUSAL

I am a permanent resident of an EU Country based on the directive 2004/38/EC
My French Schenghen visa application was rejected on the basis that "YOUR INTENTION TO LEAVE THE TERRITORY OF THE MEMBER STATE BEFORE THE EXPIRY OF THE VISA COULD NOT BE ASCERTAINED"
I applied from Nigeria were i am currently doing a six month contract.
I submitted the following-
• Hotel Accommodation Reservation For Two Adults
• Travel Insurance.
• My Air Flight Ticket Reservation
• My Wife's Air Flight Ticket Reservation
• Copies of my wife's UK passport
• My original passport
• letter approving my wife's permanent residency based on the Directive 2004/38/EC
• letter approving my permanent residency based on the Directive 2004/38/EC
• My marriage certificate.
• Copy of My permanent residency card.
The Visa Officer refused to follow his/her own Schengen visa guidelines which clearly states that as a family member of EU Citizen that I do not have to answer questions 19, 20, 31, 32, 33 of the Schengen application form..
Any suggestions please
