Can I get Code 1A (EEA dep) stamp and then EEA2 for my wife?

HI can someone answer this one:
If I (UK national) have Spanish residents card and my wife (non-EU) has a Spanish residents card, and we have lived in Spain for more than 12 weeks (but do not have ‘circle of life’ work docs, just registration at town-hall) can we get a code 1A (EEA dependant stamp) at the UK border and then go on to get an EEA2?

Technically yes although in Surinder Singh cases, my recommendation would be to go for Family Permit to ensure you got the required documents and satisfy the HO. You don't want to get refused for a EEA2 application after you moved back.

Would an EEA2 application for S.S cases be successful if someone was to get an EEA Dependent stamp successfully at border?

there is no direct relationship between one and another
the problem with your SS application is that you need to show center of life moving to spain, maybe a bit more preparation/time?
