New EEA2 application form (EEAFM)

Regarding the new format application form that has been released by the HO ... just wanted peoples opinions on it in relation to Section 9 "surinder singh" applications ... the new form seems even more intrusive than the Family permit application and the old EEA2 form. Are you legally obliged to answer irrelevant questions ... what questions on the form would be classed as irrelevant...
Also there are sub sections which force you to check list evidence they are suggesting you provide ... things like proof of bank loans you may have had ... proof of language classes and so on, if you don't have these specific proofs but can prove integration in other ways can the application be refused based on the fact you haven't provided what they have listed.
