Need RC to get family permit?

I have been in Spain with my wife doing the SS route for over 4 months now however the Spanish bureaucracy is incredibly slow. We applied for the RC on 3rd Dec and have received a letter saying it has been approved, she needs to go to give fingerprints on 11th March and I am not sure when exactly we physically get the card after that.
All the boxes are ticked for centre of life but really I want to move to the UK without waiting until March or even April to get the card.
Will the British Embassy in Madrid require to see the RC before issuing the family permit or will the documentary evidence of exercising treaty rights and the letter showing it has been approved be enough in itself?
Really hope someone can help with this.
