Permanent residency

Hi, hope someone here could give me some advice here. I am Eea national been living in uk since 2007. We applied July 2013 sending eea3 and eea4. February 2014 the application has been refused due to not sufficient documentation for my self employed period. Decided to appeal and went to court May 2014. At the court the person from home office said that now they are happy with the documentation we sent and the judge said to us that appeal has been accepted and will receive decision by post within week or so. Received it on May 30. Begging of august receive my resident card. My husband waited another 4 months (December) to get his,but since the home office didn't have his passport at the time all we received was confirmation letter with copy of the sticker which should go in his passport. Has sent his passport together with my resident card and few other documents as advised by our solicitor so it would not get complicated for some silly reason again. Got it returned right after christmas asking to pay 55£ fee again. Find it to be little bit strange to pay the money again but thinking as long as they will give extra 55 is not going to ruin us an, sent it back with the check and now waiting another 2 months again. Is there any way to find out how long it will take to actually get the visa in passport. Really need to sort this out ASAP due the fact that we need to travel urgently within month or so.
