Extended family member residence permit

Hi All,
I have had my EEA UK residence permit since Jan 2012. My husband is from Portugal but has been living in the UK since 2008. He has not applied for permanent UK permit; so still only has his Portuguese passport.
We would like to bring my brother who is a non EEA resident and 12 years old to the UK under EEA regulations.
My spouse is currently studying but goes back to work next year 2016. I have been working full time since June 2013 and my income should cover any financial requirement and we have no children.
Please any anyone advise what is the best way to go about this?
