Residence card for a new-born baby within one month

Hello all
I am Polish and Israeli, and my wife and older son are Israelis. I work in the UK, and both my wife and son have a Residence Card of a Family Member of an EEA National.
On November we had a new baby, and we have not applied for any citizenship for her yet.
On a very short notice, we just found out that we must travel to Israel for a short visit at the end of April.
My questions are:
1. Assuming we can have an Israeli passport for my daughter by the end of March, is there a way to apply for EEA2 and receive the passports (both mine and hers) back in less than a month?
2. If the answer to 1 is “yes”, is the proof of application sufficient to enter the UK?
3. If the answer to any of the above is “no”, what can happen if she doesn’t have any visa on our return (Israelis are not required to have a visa when only visiting)
p.s.
We are not going through the process of obtaining a Polish passport for her, since it is a very long and complicated one. If anyone thinks this route is more feasible, I would love to hear how it could be done.
