UKBA home visit- is it mandatory for every EEA2 case?

Hi All
Are these UKBA home visits paid in every EEA2 family residence application or is it only done when there is not enough evidence of the genuine relationship?
Also secondly can one travel back into the country with COA whilst the EEA2 application is still in progress?

Not in all cases but where HO doubts about the relationship.
Travel back on coa depents on your nationality

Thanks for the reply.
I am a non-eu national therefore require a visa however I currently hold an EEA family permit visa and I intend return back before it expires.
The only query is that I would traveling without my EU partner therefore can I travel back assuming I have the COA (along with this EEA family permit).
