European Extended Family Member

Hi All,
I am asking on behalf of my friend who is British citizen living in Italy for the last 9 months and is exercising his treaty right there. His brother non EEA national is also living in Italy got refugee status about 17 months ago. Now my friend decided to come back to the UK permanently.
Now the question is can his brother come and live in the UK as he financially depend on my friend.
