dependent mother uk visa ,holder of 4eufam

Hi folks, i am holder of a resident card in ireland under article 10, my wife and child are eu national,i would like my mother who is dependent on me to visit uk for few days, can i apply for her a eea family permit from a non eu country as a dependent mother of spouse of an eea national,thanks in advance
