Biometric and english language

Hi all,
I've been reading the forum for quite some time now and it's been a great resource of information for people wishing to naturalise as British citizens, so I would like to say thank you all for your valuable information.
I am planning to apply for naturalisation in a few months (after November), but I like to have everything shorted in advance so that's how I came up with a few questions which I would like your input if possible:
1. I have both a bachelors and a masters degrees after successful completion of my studies in the U.K. I am a european national. I noticed that with effect from November 2015 the language requirements, according to the Naturalisation Booklet, state on page 12 the following : "This requirement is changing in November 2015. From that date you will only be able to use an English language qualification at B1 level or above if it is on the list of acceptable Home Office qualifications. This can be found at: https://www.gov.uk/government/publicati ... -approved- english-language-tests. Other English language qualifications will no longer be accepted for this purpose.
So the question that I would like to ask is the following: Do I have to take the language test or my degrees are still sufficient?
2. My second question is the biometric enrolment. I have a permanent residence card. For the naturalisation do I need to obtain a biometric information ?
