Dear members,
I hope someone can answer my question.

My and my Non Eu husband are planing on going to Spain for a holiday and we are not sure if my spouse needs a visa?

From the embassy website

Family members of an EEA/EU National holding a valid UK Residence document do not need a Schengen visa to enter Spain, only if the following 2 conditions are met:
Travelling with/joining the EEA/EU family member in Spain (EU Directive 2004/38/CE, according to Real Decreto 240/2007, 16 February)
The UK Residence document literally bears the wording:
Type of Document: "Residence Card of a Family Member of an EEA National"

However my Husband holds a PR were it only says Permanent Residence Card.

Does anyone have any experience in this matter?

If your husband has EEA2 or EEA4 residence card. Which says family member of EEA national. He will not need a visa to travel any EEA country but EEA family member must be with him. It is better to have marriage document with you.
I traveled to Europe with residence card with my wife without any visa.
