If you were registered under the Worker Registration Scheme (WRS) and have worked continuously from Oct 2010 in line with WRS requirements, you would automatically obtain PR in October 2015 (if you are still working then).
If you stop working in September, you need to be an otherwise qualified person from September 15 to October 15 to obtain PR. This could be done by either maintaining worker status (for example if you were made redundant and immediately registered with a job centre), or by being a jobseeker (register with the job centre or just keep copies of applications you are sending etc.), being self-sufficient (= have enough funds and private health insurance), studying (again with sufficient funds and private health insurance).

Not sure about the non-EEA question but I am sure some others will be able to help with this :)
