Request of passport back during RC application

A quick question -
does request of passports during the RC application stop the (in-country) application? And to complicate the issue, does requesting passports for purposes of (1) NINO (national insurance number) / driving licence/etc applications vis-a-vis (2) for travelling abroad on family emergency have any different bearing on the application?

We just asked for our passports back because we wanted to have them back; we didn't state a very specific reason. They processed my partner's EEA2 application inside 3 months and sent us the RC on an A4 page (called an immigration status document).

what is the best time to request passports in the application process? Payments for both RCs have been taken two days ago, no biometric enrolment nor COA were issued yet. Shall I hold my guns as yet?

Hi guys
Is there any negative impact on PR application to request passport back during process ie refusal or delay in application?
For example,people who send request to prioritise their application they usually get home visit etc seems it provoke our dear civil servants..
I applied in mid Jan and still no news and I need my passport for exam purpose so what is advice..
